A common issue we see
A common mistake is a rule like Disallow: /wp-content/ that unintentionally blocks the /wp-content/themes/ folder serving your CSS and JS, so Google can't render the page properly.
How to fix it
Test the file in Google Search Console's robots.txt report, and disallow specific paths (e.g. /wp-admin/) rather than broad parent folders that also hold assets.
